This is a proposal to upgrade Moonbeam's runtime to version 3800. This is a referendum to authorize this upgrade.

The reason this proposal is on the whitelist track is so that Moonbeam can be upgraded according to the published schedule for RT3800 published.

A root track referendum to upgrade Moonbeam to 3800 was supposed to be created on July 23rd.  Unfortunately this didn't happen due to some vacations and miscommunications.

Without the whitelist track, the entire Moonbeam \<> Moonriver bridge project schedule would be thrown off by by several weeks.  There are 3 weeks until code freeze for 3900 so it would be good to have 3800 live for a few weeks on Moonbeam to observe and then if any issues are identified, they have a better chance of being included in 3900.

Given this, enough members of the Moonbeam Technical Committee have provided support to enable whitelisting.&#x20;

A decision deposit will not be placed until the \~5M GLMR support is reached on the referendum that the Root track proposal would require so as to give enough time for delegates and the community to review it.  However, the goal would be to have it enact on August 9th or 10th so the upgrade can proceed as planned on Monday, August 11th.

Note: the upgrade to 3800 does NOT enable the bridge.  Additional root track governance will be needed on both networks in order to enable it.
