**Abstract**

This proposal returns some PHA tokens held by Moonbeam sovereign account in Phala chain.



**Details**

Phala was using XCM V2 version, so when we performed a runtime upgrade (3800), we stopped being able to receive XCM messages from V2 version. This meant that some users that sent PHA tokens from Phala to Moonbeam, the message was never properly executed in Moonbeam, and Moonbeam’s sovereign account kept the PHA tokens without minting xcPHA.

We’ve created a transaction to perform a batch of balance transfers in Phala, refunding the users. There are still plenty of PHA tokens in our sovereign account left to back the xcPHA in Moonbeam.
