Following the Moonriver upgrade, the Moonbeam Council proposes to upgrade the Moonbeam's runtime to version 1502. This upgrade will include the Runtime 1500 change proposal along with the below 2 fixes.

This change is preparing the introduction of the Orbiter program. A program meant to support the community and further decentralize the network.
