Following Moonriver upgrade, the Moonbeam Council proposes to upgrade the Moonbeam's runtime to **version 1701**.

### Important updates:
* Add Precompile for permit-based gasless transactions : ([#1648](https://github.com/PureStake/moonbeam/pull/1648))
Allow a user to sign an ERC712 permit which can then be dispatched by anyone in a transaction.

* Add support for identify verifer ([#1597](https://github.com/PureStake/moonbeam/pull/1597))  
Fully support the Identity verifier & Proxy Identity features.
 
* Allow staked asset to be used for democracy : ([#1604](https://github.com/PureStake/moonbeam/pull/1604))
A delegator can vote on any proposals with their free balance and staked balance.

* Add Substrate-based fee reduction : ([#1579](https://github.com/PureStake/moonbeam/pull/1579))
Unify Substrate-based fees and Ethereum ones.
