## TL;DR

This is a proposal to register xcPOOP as an XC20 that will ultimately enable governance on the Raresama.com NFT marketplace and cross-chain GameFi applications via Polkadot's most active gaming community.

## Summary

Upon significant success as one of the leading community-focussed projects on Moonriver and within the Dotsama ecosystem, we (the Moonsama DAO/Community) are now ready for the production-grade environment of Moonbeam and signify that our project has evolved. xcPOOP needs to be rushed out immediately as it acts as our governance token for [Raresama.com](https://raresama.com), the leading NFT marketplace within the Polkadot ecosystem. Without POOP utilisation, we would simply be a Web2 project. We take decentralisation and governance seriously, Gavin Wood has [tweeted](https://twitter.com/gavofyork/status/1513428754000982019) support for our on-chain governance integrations in our Minecraft metaverse. Governance is ready to be integrated into Raresama. We just need the utility token ready. Due to us moving it away from Moonriver, we are not in a position to use a temporary token and then remint as XC-20. We house the largest community on Moonbeam/Moonriver, and things are already confusing enough. It's in the ecosystem's best interest to help facilitate and speed up the XC-20 issuance to speed-up innovation, further decentralise our applications and prevent loss of network participants due to further unavoidable token swaps. 

POOP was obtained in a decentralised manner from PondsamaNFTs, which were minted using Moonsama Carnage resources, a blockchain-game event that occurs each Sunday that Derek Yoo has participated in himself. It has important utility not just for Raresama, but for our upcoming metaverse prototype on Moonbeam. All decisions regarding POOP will be subject to [Moonsama governance](https://mcapi.moonsama.com/townhall).

## Proposal

It will register a new mintable XC-20 Token, where the creator and the owner is set to 0x3fdb68f3a7f614f0f955343b63e2388fa19cd924.

Register a new local asset
No information is stored in this pallet about the local asset
The reason is that we dont need to hold a mapping between the multilocation
and the local asset, as this conversion is deterministic
Further, we dont allow xcm fee payment in local assets
