Following the Moonriver activation, we propose to authorize the interaction between the staking precompile and any smart contract.

This change paves the way for the development of Decentralized applications (Dapps) providing liquid staking solution for Moonbeam native token.

- They want to allow the staking precompile to interact with smart contracts.
- This will help create Dapps for Moonbeam's native token.
- It's called a liquid staking solution.
- They want people to vote on this change.
- It will happen after Moonriver is activated.
